Here are some guidelines we have used in the past – but they can certainly be updated:
September and March COH were mostly last Monday of the month.
It also depends on if there is a conflict with a religious holiday.
December COH is usually 2nd to 3rd week of December – depends on school schedule in any given year.
June COH is usually set to allow one more regular troop meeting before summer camp.
